In the world of magic oceans, the witch who once wielded the ruby dagger now possesses even greater magic: that of blood and fire. She is consumed with anger over the crippling injuries she received in a battle against her old teacher. Blinded by hate and pride, she seeks revenge for her wounds and respect for her superior sorcery, murdering anyone who stands in the way. Her highest priority, however, is to defeat the enemies of her new master, a blazing hot creature from the kingdom of the sky.

A fallen star who is alive, vain and utterly evil, burns cities all over the world in his search for a female human gifted with a beautiful voice. He finds his prize in Nerine, a wandering minstrel whom he rescues from danger, and whose music has already been put to use in creative ways by the clever Countess Genevieve. The infernal creature gains power when the singer performs a song to praise the stars.

The nations of the world realize that they cannot find Victoria in time to kill her before the inferno ends, so they begin to build up their armies and navies to confront her, albeit when the powerful tiara she holds is at full strength. Weapons are designed to counter the threat of the crown, while dissent within the ranks leads to mutiny.

The magic music scholar, Taesa, comes under the influence of the evil cult queen, who has rescued her from another enemy. Victoria befriends the curious young woman, who is soon persuaded to set aside her studies and pursue a romantic relationship with a prince.

The military balance of power changes when a spirit warrior takes control of a corrupt and cruel empire. Judith travels with the new leader and chronicles his search for a way to defeat Victoria, as the warlord will not suffer to have a woman rule the world.
